The Police Reform and Social Responsibility Act 2011 introduced the new role of elected Police Commissioners with the first Gwent Police and Crime Commissioner elected in November 2012.

The Police and Crime Commissioner takes over the role previously undertaken by Gwent Police Authority with additional responsibilities for community safety and ensuring the effective and efficient operation of the criminal justice system.

The Police and Crime Commissioner is overseen and scrutinised by the Gwent Police and Crime Panel (PCP). The Police and Crime Panel is made up of Councillors from the local authorities in the Gwent area, plus two Independent Co-opted Members.

In Wales Police Commissioners will be free-standing public bodies and are the responsibility of the Home Secretary. Caerphilly County Borough Council provide administration and support to Gwent PCP.
